UGC Latest Update: In a recent development, the University Grants Commission (UGC) has issued a directive to all Higher Educational Institutions (HEIs) stating that students who cancel their admission or migrate will be eligible for a full fee refund until September 30. This announcement brings relief to students and parents who often face difficulties in obtaining refunds after canceling admissions.
UGC Introduces New Fee Refund Policy for Academic Year 2023-24:
The new fee refund policy will be in effect for the academic year 2023-24. During the UGC’s 570th meeting on Tuesday, June 27, it was decided that HEIs can deduct a maximum of Rs 1,000 as a processing fee if a student cancels their admission or transfers to another institution before October 31.

Under the new policy, institutions are no longer permitted to withhold certificates after admission, and they must provide a full refund to students who withdraw 15 days or more before the last date of admission. This applies to institutions with admission schedules that extend beyond October 31.

If a student cancels their admission less than 15 days before the specified date in the academic calendar, they will receive a 90% refund of their fee. Similarly, institutions must refund 50% of the fee if a student cancels their admission within 30 days after the last date of admission. No refund will be applicable if admissions are canceled more than 30 days after the notified deadline.
HEIs have been strictly instructed to comply fully with this new rule. Failure to adhere to the provisions of the UGC fee refund policy for 2023-24 and withholding original certificates of students may result in punitive actions against the institutions.
